Insurance Commissioner Kent Sullivan
Kent Sullivan was appointed Commissioner of Insurance by Gov. Greg Abbott on September 21, 2017. He oversees the Texas Department of Insurance, which regulates the insurance industry and protects consumers. The agency has almost 1,400 employees statewide and an annual budget of more than $110 million.
Commissioner Sullivan has 35 years of legal experience. He previously served as a justice on the Texas Court of Appeals, a state district court judge, and first assistant attorney general for the Texas Office of the Attorney General.
Before joining TDI, Commissioner Sullivan was in private law practice. He is a member of the State Bar of Texas, the Houston and Austin Bar Associations, and a life fellow of the Texas Bar Foundation. He has served on the State Bar of Texas Board of Directors, the Texas Center for the Judiciary Board of Directors, the Federal Judicial Evaluation Committee, and the Texas Supreme Court Advisory Committee.
Commissioner Sullivan received his law degree and a bachelor of arts from the University of Virginia.
Robert P. Hartwig
Robert P. Hartwig is a Professor of Risk Management, Insurance and Finance and Co-Director, Center for Risk and Uncertainty Management at the Moore School of Business at the University of South Carolina. He is also Special Consultant for the Insurance Information Institute.
He teaches courses in risk management, insurance and corporate finance, mentors students, pursues a variety of research interests and works with insurers, regulators, legislators and many other insurance industry stakeholders, including media.
Dr. Hartwig is immediate past president of the Insurance Information Institute, an organization he led from 2007 to 2016. He joined the I.I.I. in 1998 as an economist and became chief economist in 1999, focusing his work on improving understanding of key insurance issues across all industry stakeholders including media, consumers, insurers, producers, regulators, legislators and investors.
Dr. Hartwig received his Ph.D. and Master of Science degrees in economics from the University of Illinois at Urbana-Champaign. He also received a Bachelor of Arts degree in economics cum laude from the University of Massachusetts at Amherst. He has served as an instructor at the University of Illinois and at Florida Atlantic University. Dr. Hartwig also holds the Chartered Property Casualty Underwriter (CPCU) credential.
Denise Garth is Senior Vice President of Strategic Marketing and is responsible for leading strategy, marketing, industry relations and innovation in support of Majesco’s client centric strategy, working closely with Majesco customers, partners, and the industry. Recognized as a Top 50 InsurTech influencer and thought leader for insurance. She is acknowledged as a strategic thinker, international leader, speaker, and writer with a strong grasp of the key issues facing the industry. She has both P&C and L&A insurance experience as a CIO and business executive with deep international ties in Asia and Europe through her ACORD leadership role.
Prior to joining Majesco, Denise held business and technology senior executive roles with leading insurance companies, including Mutual of Omaha, CUNA Mutual, and Century Cos. of America. At ACORD, she was vice president of standards and membership, driving ACORD’s international expansion and market presence. While at Innovation Group, she was EVP of strategic marketing and global head of market strategy where she re-established the company’s position through market-driven strategy and solutions. Most recently she was Partner and Chief Digital Officer with Strategy Meets Action, leading the practice of evaluating emerging technologies, outside industry trends, and innovation and their implications and opportunities for the industry.
Richard L. McCathron
Richard L. McCathron brings 25 years of P&C experience to his role as Hippo’s Head of Insurance. Rick is a Chartered Property & Casualty Underwriter and a Certified Insurance Counselor and has held senior executive positions at well-respected insurance companies including First Connect Insurance as its President & CEO, Superior Access Insurance as its President & CEO and Mercury Insurance Group (NYSE-MCY) as its Regional Vice President. At Mercury, Rick had full P&L responsibility overseeing underwriting, claims, product, pricing and distribution for half of Mercury’s operations geographically. At First Connect, Rick shifted the paradigm and brought to market an entirely new way of thinking about car insurance. Rick has a passion to modernize the insurance industry from underwriting, distribution, product design, to customer service and consumer expectations. Rick found the perfect fit at Hippo Insurance.
Jay A. Thompson
Jay A. Thompson has considerable experience in both regulatory and legislative issues involving the business of insurance. He regularly participates in regulatory proceedings involving contested case hearings, contested rate hearings, policy form approvals, rulemaking, licensing, mergers, acquisition and dissolution of insurance companies and other regulatory matters before the Texas Department of Insurance.
As a registered lobbyist, Jay has represented the property/casualty and life, accident and health insurance industry on legislative issues impacting those insurers. He has worked closely with leadership in Texas to find constructive solutions to legislative issues. He has written numerous bills and amendments to the Texas Insurance Code and has been recognized as a leading expert on insurance regulation.
Jay has also represented insurers in litigation involving insurance bad faith, tax disputes against the state of Texas, appeals from administrative actions at the Texas Department of Insurance, disputes involving reinsurance, and disputes between companies and agents.

James A. Mitchell
James Mitchell serves as a Senior Vice President for Syndicate 1458, underwriting Property Reinsurance. In April 2018 he returned to London from our Bermuda office where he was responsible for the U.S. Property Catastrophe Reinsurance book of business. Prior to joining RenaissanceRe in 2011, Mr. Mitchell served as a Class Underwriter for Catlin Underwriting Agencies Limited in Lloyd’s of London, which is where he started his career in 2003.
Mr. Mitchell has a Bachelor’s degree in Product Design and Manufacturing Engineering from Loughborough University and is an Associate of the Chartered Insurance Institute in London.
Kathleen Reardon is Chief Executive Officer at Hamilton Re. A member of Hamilton’s founding management team, Kathleen has decades of (re)insurance industry experience.
From November 2005 to October 2012, Kathleen served as Chief Underwriting Officer SVP for ACE (now “Chubb”) Tempest Re Bermuda’s International Property Catastrophe reinsurance business. Prior to joining ACE Tempest Re, Kathleen worked from 2000 to 2005 at ACE Financial Solutions International, first as AVP Underwriting and then as VP Underwriting.
Before moving to Bermuda, Kathleen held various actuarial roles at ACE USA following ACE Limited’s acquisition of CIGNA’s P&C business in 1999. Kathleen began her career at CIGNA in 1994 as an actuarial assistant.
Kathleen is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries. She received a Bachelor’s Degree in Mathematics from Drexel University, Philadelphia, Pennsylvania.
Kathleen is Co-founder and Chair of Women in Reinsurance (WiRe) in Bermuda. She has been appointed Secretary-Treasurer for the Reinsurance Association of America (RAA) for the 2018 fiscal year.
Paul A. Simons
Paul Simons is Senior Vice President & Head of US Property & Casualty Treaty at XL Catlin Bermuda Reinsurance. His responsibilities include strategy, business planning and underwriting management. He is also a XL Catlin Group Managing Director.
Paul has more than 25 years of experience in the reinsurance industry. He joined Mid Ocean Reinsurance Company in 1993 and has held progressively senior underwriting roles, becoming Assistant Vice President & International Property Underwriter in 1997. Following the acquisition of Mid Ocean Ltd by XL Capital in 1998, he began underwriting US Property Catastrophe lines and was promoted to Vice President in 2002. In 2012 Paul was promoted to Head of US Property and took over responsibility for Casualty underwriting in 2018.
Paul has been involved with many local education initiatives including being past Chairman of the Board of Trustees and President of the Bermuda Foundation for Insurance Studies.
Paul holds a Bachelor of Science Degree in Management from Howard University in Washington D.C.
Hartwell Dew is an Executive Vice President of Guy Carpenter located in the Atlanta, Georgia office. He recently completed his twenty-first year with Guy Carpenter and was a leading figure in the establishment of the Atlanta office in 1997. He served as Branch Manager in Atlanta for 6 years before returning to full time client work in 2014.
A South Carolina native, Hartwell began his reinsurance career in 1977. He received a BS degree from Presbyterian College and an MBA concentrating in Risk Management and Insurance from the University of Georgia. He also holds a CPCU designation.
